WBL-Quality MD: Building a Stronger Work-Based Learning System in Moldova

Moldova is quietly transforming vocational education, and the numbers tell the story.
The WBL-Quality MD project (Erasmus+, co-funded by the EU) just released its first research figures from Work Package 2, and they reveal serious ambition:
🔹 €44K research investment
🔹 17 person-months of work
🔹 10 expert interviews across sectors
🔹 100+ Moldovan companies engaged
🔹 138+ quality indicators across 6 building blocks
What makes this different? Instead of importing a foreign framework, the team – led by P2/Auxilium (Austria) with Moldovan and EU partners – asked a deceptively simple question: What actually makes work-based learning work here?
The answer: quality is a human ecosystem, not a technical checklist.
The research spans 8 stakeholder groups-from VET schools and companies to learners’ and workers’ associations-assessing everything from design and staff training to learner well-being and assessment.
What’s next? These findings feed directly into:
An online self-assessment tool for companies & schools (WP3)
Strategy workshops to co-create solutions (WP4)
This isn’t just research sitting on a shelf. It’s the foundation for a community of practice that will outlast the project itself.
