Unemployment is regarded as a major deficit in a labour society, which restricts professional and social development. Professional qualification is an opportunity to resolve this deficit and it also supports unemployed people in order to guarantee their sustainable integration into the labour market. However, professional qualification is not the only significant factor for successful employment but also the appropriate offer for external trainings (outplacement) in the form of support and supervision during the job seeking process is needed. In the Leonardo Da Vinci pilotproject “NEAR JOB” a “methodological guide” (MTG) was developed and tested on a European level in this context. This methodological guide is addressed to tutors of training centres and mentors in companies, who are responsible for the above mentioned support and supervision of unemployed people. The prime objective of this applied project is the implementation of the MTG in the following countries: EL, PL, SK and to transfer the MTG, which has been applied in the administrative sector, to technical jobs. Out of the project experience in the application of the MTG within the “NEAR JOB” project and based on the experience of the project partners a concept for a European Outplacement System should be developed. The main result of this project will be the European Outplacement Framework (EOF), a framework, which will include methods, tools and a seminar model for future outplacement tutors and mentors. A corporation between training entities from AT, EL, DK, PL, SL, SK, which are all highly experienced in the professional adults’ education sector, has been established. They offer a wide range of material (infrastructure, financial means) and immaterial resources (networks, experience, concepts) which will guarantee the success of the project. The participation of the portugese partner organisation will also ensure with its scientific and extensive know-how the execution of the evaluation. The evaluation will be carried out during the whole course of the project and partial results, which will be continuously validated and documented, will be collected in a final report. General description of the project results:
– Definition of a common understanding of “European Outplacement”
– Design of a European Outplacement Framework (EOF) which includes: 1. a catalogue with “best practice” tools for EOF; 2. the MTG from “NEAR JOB” adapted to technical jobs; 3. a seminar model for outplacement tutors/mentors; 4. the implementation of these seminar models in pilot seminars and 5. the evaluation of the pilot seminars.

Additionally, the EOF strengthens the co-operation between the training entities and companies. As a further step the training entities can integrate their gained knowledge about the demands of the economic system into the training curriculum and the training processes.
